It needs the save to have been read
Matching runs on the vector, which is written after the AI has read the item. A save that has not been enriched yet gets no proposal, it simply waits.

Free keeps 10 collections and Pro has no limit. The cap is on collections, never on the saves inside them.
It proposes from what it read
A cluster is found from summaries, tags and vectors, which all come from the text of your saves. Saves with thin text cluster badly, for the same reason they summarise badly.
